AB 101: Last Minute Amendment Would Add Child Care Providers to PERB’s Jurisdiction

It’s crunch time in the Legislature.  Last Friday—the deadline in the Assembly to amend any pending bills—AB 101 was amended to provide for the unionization of home child care providers.  AB 101 originally dealt with identifying general fund savings in the state’s developmental services system.  So the amendment of AB 101 was a classic “gut and amend.” The new AB 101 is sponsored by Speaker Perez with Senator Steinberg as the principal co-sponsor.  AB 101 would allow child care providers the right to unionize and participate in collective bargaining.  According to a post by the Sacramento Bee, this bill has been a priority…

PERB’s End of Fiscal Year Numbers

Overview:  PERB issues 79 decisions PERB’s fiscal year runs from July 1 to June 30.  So fiscal year 2010-2011 is over.  PERB’s annual report for 2010-2011 is not due until October 1, 2011.  However, a few years ago I started to keep track of PERB’s decisions as they were issued throughout the year.  According to my records, PERB issued 79 decisions in fiscal year 2010-11.  This is exactly the same number of decisions PERB issued in fiscal year 2009-10.  The year before that—fiscal year 2008-2009—PERB issued 89 decisions.
