PERB Advisory Committee Meeting Recap

PERB held a meeting of its Advisory Committee on June 28, 2012.  A large part of the discussion centered around some regulations that PERB drafted for discussion purposes.  You can see a copy of those discussion regs here.  I couldn't attend but my colleague Erich Shiners did and provided me with a summary of what was discussed. Filing by Email PERB’s current on-line filing system is cumbersome so PERB is looking at allowing parties to file pleadings via email.  I’m in support of this.  Hopefully one day PERB will be able to install a docketing system where you can file…

PERB Advisory Committee Meeting on June 28, 2012

The Public Employment Relations Board (PERB) has announced a meeting of its Advisory Committee for June 28, 2012 at 10 am.  The location will be at the PERB headquarters in Sacramento at 1031 18th Street, First Floor, Room 103, Sacramento, CA. The scheduled agenda items are: (1) discussion of possible revisions to PERB regulations, unrelated to those currently under consideration to implement the provisions of AB 646; and (2) the transfer of the State Mediation and Conciliation Service from the Department of Industrial Relations to PERB. Government Reorganization Plan to Affect PERB

Governor Brown has delivered to the Little Hoover Commission a Government Reorganization Plan (GRP).  In terms of employee relations, the big change for the state is the proposed creation of a "CalHR" department that would combine the State Personnel Board and Department of Personnel Administration.  However, little noticed is a proposal in the GRP that, "The Public Employment Relations Board will no longer be a stand-alone entity, but will instead be aligned with the Labor and Workforce Development Agency."  Specifically, the GRP proposes to add Government Code Section 12813.5 to read: 12813.5. PERB Chair Martinez and Member Huguenin Confirmed by Senate

On March 29th, the last day before adjourning for its spring recess, the California Senate voted to confirm the appointments of Anita Martinez and A. Eugene Huguenin as members of the Public Employment Relations Board.  Both individuals were recommended for confirmation by the Rules Committee on 5-0 votes.  Before the entire Senate, the vote was 24-13 along party lines in favor of confirmation. [Note: The original post had the incorrect vote listed.  That has been corrected to show the correct vote, which was 24-13 in favor of confirmation.]

PERB Down to 3 Members

February 29th was the last day of Board member Sally McKeag's term.  With her departure, the 3 remaining Board members are Anita Martinez, Alice Dowdin Calvillo and A. Eugene Huguenin.  Two positions remain vacant.
